The Penitentiary Institution (PI) Veenhuizen consists of the Esserheem and Norgerhaven locations.
Together with Norgerhaven, the Esserheem location forms the Veenhuizen Penitentiary Institution (PI).
Esserheem is a prison and House of Detention (HvB). Regular inmates remain there, but there are also three wards for special populations. For example, there are 24 places for long-term detainees, 24 places for the father wing and 24 places at the very limited security facility (ZBBI). One ward (24 places) is set up as a HvB.
The fathers' wing grew out of the Family Approach project (together with PI Leeuwarden). On this wing, detained fathers follow a special program to keep the bond with their children as good as possible. The goal is to prevent 'detention damage' to the child as much as possible. In other words: the child is central.
The ZBBI department houses inmates who are in the final phase of their sentences and have already earned certain freedoms. For example, they are allowed to work outside the prison walls during the day and have leave every weekend to get settled and prepare for a return to society.
The BoM houses detainees who have been remanded in custody and are still awaiting a court ruling on their criminal case.
Esserheem has a capacity of 239 cells (excluding multi-person cell use).

Together with Esserheem, the Norgerhaven location forms the Veenhuizen Penitentiary Institution (PI).
Norgerhaven is a prison and has three wards (72 places) that function as an ISD ward (institution for habitual offenders). This is where habitual offenders who have been given an ISD order by the court for a maximum of two years reside. Locking up the multiple offender prevents him from committing new crimes during this period and thus protects society. In addition, the detention period can be used to specifically address the often complex addiction problems and any psychological problems of the ISD offender.
There is also an Extra Care Facility (24 spots) for inmates less suitable for placement in a regular ward. The remaining places are filled with regular inmates.
Norgerhaven has a capacity of 242 places (excluding multi-person cell use).
